Government in F.S and C.W. Department Order No. 20631 dt.23.07.2001 have prescribed job chart for the field functionaries named as Market Intelligence Officer, Market Intelligence Supervisor and Market Intelligence Inspector which is annexed:

Market Intelligence Officer:

Market Intelligence Officer is solely responsible for all acts and activities of the Sectoral Office. He is also answerable to the district authorities where the Sectoral Office functions. He is entrusted with the following duties and functions:

  • Maintenance of files, registers, records of the office with the assistance of the Junior Clerk.
  • Regular inspection of the routine work of the office.
  • Proper utilization of funds allotted in different heads by apprising the necessity and requirement to the D.D.O. concerned.
  • Regular inspection to different Market Intelligence Centres and submission of special report on functioning of Market Intelligence Inspector, implementation of PDS/TPDS and various schemes of the Department.
  • Submission of a monthly report of his own to Department indicating the following:
    • Arrival, availability and prices of Essential Commodities in the Sector.
    • Districtwise allotment, lifting and off-take of controlled commodities.
    • Agricultural operation and crop prospects.
    • Information on enforcement measures on hoarding,black-marketing and profiteering etc.
    • Inspection of business premises of specific numbers during a calendar month and submission of copies of prosecution report if any along with the report.
  • Market Intelligence Officer should perform 10(ten) days tour in a calendar month within his area of jurisdiction. His tour programme should be approved by the Collector or A.D.M. in charge of supply matters. Tour programme should be prepared in sufficient advance and approved copy of the same should be sent to Government. Similarly tour diary should be sent to Government for approval by 10 th of the succeeding month. Tour diary for months together can not be entertained at Government level which are liable for rejection.
  • The Market Intelligence Officer is to attend work if any entrusted by the C.S.O./Collector of the district where the Sectoral Office functions in addition to his normal duties. The reports of the work done should be submitted to the authorities concerned as well as to the Deputy Director, M.I. for necessary action.

Market Intelligence Supervisor:

Market Intelligence Supervisor is to hold his office in the Sectoral Market Intelligence Office. He is to assist the Market Intelligence Officer in all activities of the Office. His duties and functions are as follows.

  • Scrutiny of reports and returns submitted by the Market Intelligence Inspector.
  • Inspection of Market Intelligence Centres at regular interval within the sector.
  • To visit hats/markets etc to ascertain the availability and prices of E.C.
  • To enforce various Control Orders in which powers have been delegated. He should check specific numbers of FPS, Wholesale and Retail Outlets of grocery articles, Kerosene Wholesalers/Sub-Wholesalers, Petrol and Diesel Outlets, Storage Agencies, Mill premises etc within his area of jurisdiction. Individual reports on such checks should be submitted to Market Intelligence Officers within 3 (three) days for further section in the matter with copies to State Headquarters.
  • He must perform tours at least 10(ten) days in a calendar month irrespective of the tour of Market Intelligence Officer. The tour programme should be submitted in much advance so that there will be no dislocation in performing tour by both the Market Intelligence Officer and Market Intelligence Supervisor. His tour diaries shall be approved by the Market Intelligence Officer but a copy of the same should be sent to Government regularly for reference and record.
  • In absence of the Market Intelligence Officer, the Market Intelligence Supervisor is responsible for the routine works of the office.
  • He should discharge the duties entrusted by the competent authorities in addition to his own duties.

Market Intelligence Inspector:

The Market Intelligence Inspector is in charge of a particular area fixed by the Government. He will work and exercise his powers under different Control Orders in his areas of jurisdiction. He will be responsible for his acts and activities to the immediate authorities i.e. Market Intelligence Officer of the concerned Market Intelligence Sector and Civil Supplies Officer.

The following are the duties assigned to the Market Intelligence Inspector.

  • Regular collection of various Market Intelligence data and timely submission of the same to the concerned authorities as prescribed.
  • Proper maintenance of office records and registers and to produce the same for inspection at regular intervals before the competent authorities.
  • To perform tour within his area of jurisdiction. He should look into the following aspects during the tour.
    • To visit rural areas/hats, semi-urban markets to ascertain availability and prices of all essential commodities.
    • To collect information on various agriculture crops, its condition, prospects etc.
    • To contact farmers for agricultural information and the local people to ascertain the availability of controlled commodities from FPS, Public reaction on Government policies and programme.
  • Enforcement of different control orders under E. C. Act. The Market Intelligence Inspector should inspect at least 5 (five) Fair Price Shops, 5(Five) Wholesale and Retail outlets of grocery articles, 2(two) Kerosene Dealers and to submit its individual report to this immediate authority and to the Market Intelligence Officer of his sector/Sub-Collector.
  • Market Intelligence Inspector must perform 10(ten) days tour in a calendar month. He must submit his tour programme to the Market Intelligence Officer concerned before ahead for approval and to inform his immediate authority before proceeding on tour. He must submit his tour diary by 10 th of the succeeding month positively to the Market Intelligence Officer for approval.
  • He should discharge the duties entrusted to him by the local authorities in addition to his own duties.
