Under the provisions of the Consumer Protection Act, 1986, the State Government has established 31 District Consumer Disputes Redressal Forums (known as District Forums) and a State Consumer Disputes Redressal Commission (known as State Commission). The District Forum and the State Commission are composed of one President and two Members including one Woman Member. The District Forum can adjudicate consumer disputes involving amount of upto Rs.20 lakh, whereas the pecuniary jurisdiction of the State Commission is up to Rs.1 crore.
Under a Govt. of India project known as “CONFONET”, the Dist. Fora and the State Commission are being provided with computers and Technical support personnel by Govt. of India at their own cost through NIC.
500 consumer clubs have been set up in 21 Districts through voluntary consumer organisations as Co-coordinating agencies. The total sum of Rs.50.00 lakh provided by Govt. of India have been released for the purpose.
State Coordinating agencies have been provided with leaflets and posters by the State Government. A state level debate and Quiz Competition among the students of Consumer Club has been organized by the State Government on 23.4.07. Ten zonal work shop-cum-Training Programmes have been organized to educate the student members as well as the guide teachers of consumer clubs, with total outlay of Rs.1.08 lakh.
State Consumer Welfare fund was created with an amount of Rs.97.00 lakhs, out of which Rs.47 lakhs was provided by the Government of India. Besides during 2005-06, Rs.1.14 lakh and during 2006-07, Rs.7.24 lakhs have been credited into this fund towards application fees received by Consumer Courts. An amount of Rs.18, 05,200/- have been released from the fund during 2005-06 as financial assistance to 22 voluntary organisations and district administrations etc. for taking up consumer awareness programmes. During 2006-07, a sum of Rs.17, 18,200/- have been released in favour of 23 voluntary organisations and district administration etc. for the same purpose.
Govt. of India have sanctioned Rs.37.50 lakhs during 2006-07 for taking up Consumer awareness programmes. The amount has been placed with the implementing agencies for utilization.
The State Government has received a grant of Rs.296.61 lakh during 2006-07 from the Government of India under Integrated Scheme for infrastructure development including extension of office buildings of Dist. Fora and State Commission. As per guidelines of Govt. of India, the above said amount have been released to Collectors concerned and the State Commission.
An amount of Rs.1, 69,500/- has been sanctioned from the State plan during 2006-07 to different organisations towards conducting Workshop, Seminar and Awareness Camps. A sum of Rs.3, 07,197/- has been provided for observation of National Consumer Day and World Consumer Rights Day. Further funds have also been provided for organizing workshops, printing of booklets, posters, leaflets and conducting Lok Adalat. All District Fora and State Commission are being provided with Computers and accessories by Govt. of India towards computerization and computer net working. 14 numbers of organisations have been selected to open Consumer counseling centres in the office of District Forums of 14 Districts.
