Advisory Committees
 
The Department has reconstituted the District Level Advisory Committee (DLAC’s) on PDS vide letter no.15756 dated 31.07.2006. The Department has also reconstituted the Town Level Advisory Committees (TLAC’s) vide letter no.16958 dated 16.08.2006 and Hon’ble MLA’s have been made Chairpersons of the TLAC’s.

The composition of the Block Level Advisory Committees (BLAC’s) has also been enlarged and Hon’ble MLA’s have been made Chairpersons of the BLAC by instructions issued on 30.03.2007. In order to involve the elected PRI representatives in monitoring the Fair Price Shops (retailers), the Retailer Level Advisory Committees (RLAC’s) have been reconstituted at the GP level under the Chairmanship of Sarpanches / Ward Members of urban local bodies. vide letter no.15758 dated 31.07.2006.

The committee was told that these would help in ensuring proper supervision of the P.D.S The Department has also issued instructions to all the Collectors vide letter No.24241 dt.18.11.06 to ensure that the authorities concerned dispose the recommendations of the advisory committees on Public Distribution System within a period of two months. 2.17 Large number of vacancies in the posts of the Inspector of Supplies was hampering the smooth supervision of PDS. The Food Supplies and Consumer Welfare Department has been allowed by the Finance Department to fill up 136 posts of Inspector of Supplies of which 65 posts of Inspector of Supplies are to be filled up through redeployment of surplus/ identified eligible staff of other Departments and the remaining 71 posts are to be filled up by regular recruitment. For filling up of 71 posts of Inspectors of Supplies through direct recruitment , requisition has been sent to the Secretary, Orissa Staff Selection Commission vide Letter no. 8290 dt. 07.05.2007 to sponsor the names of eligible candidates for appointment as Inspector of Supplies.

Against the orders issued for re-deployment of 65 employees of other departments as Inspectors of Supplies, ten employees have already joined in the Department. 2.18 The committee enquired about the progress made in reconstitution of BLAC’s / TLAC’s under the chairmanship of Hon’ble MLA’s. The committee was informed that information received from twelve districts (Angul, Balasore, Bargarh, Boudh, Deogarh, Dhenkanal, Gajapati, Ganjam, Jajpur, Jharsuguda, Keonjhar, Nowrangpur and Sundargarh ) indicates that 99 BLAC’s and 42 TLAC’s have been reconstituted in these districts leaving 31 BLAC’s and 8 TLAC’s yet to be reconstituted. Information for remaining 18 districts was being collected.
